Go online to dmv.gov and it asks what you want to do. Pick one and it will take you to the application. After application hopefully it gives you the Stop sign. Screen shot it or print it. Then go to the dmv at 8am when they open. Go to the front to talk to someone. Make sure you have all documents they are asking for or they wont help you. I read that they are giving extensions on exp license and IDs if you cant get down there to get it done. Start on line though. I did my whole process on my phone.
I think you can get most of it done online, and then go with the required paper work, pay, take picture, and go home.
