All you have to do is apply for the ID in person, may not need to tame a photo because u already have a DL PAY the $$ and it takes 3 working days. Done deal
Your valid California driver's license can serve as a valid ID. Though if you still want to get a separate ID, you would have to go to the local DMV in your area, fill out the application forms, pay for it, and either get a new picture taken or use the same picture that's on your license.
