What's the best place to park free, out of the congested zone, to ride MAX in to this location?

Hi Kaiser! When you are in the downtown Portland area there are few streets in NW Portland on 20th and Raleigh, there is also a $5 all day parking lot on savier near 19th & 20th street. Also down on SW Macadam there are neighborhoods where many people park and catch the bus into downtown Portland. Best of Success To You!

Hi Kaiser. It depends on which line you are using. Most of the free transit lots are outside of downtown and TriMet's Park N Ride page https://trimet.org/parkandride/ has the complete list. The Green and Yellow/Orange lines both come directly to Portland State. Hope this helps!
