I believe there is a online prompt you get via email that you can use to pay if its renew, not sure about new. Also they do vaccines every saturday and sunday for a certain timeframe (on their site for hours) i just went with my dog. There was a person on the phone when i called you just have to wait for the very long instructions to be over and call.
You might need to just show up. That's what I had to do. Reaching someone by phone is next to impossible.
