Pat I believe that it is a public place you could call the town hall just to make sure about any questions but I've seen most folks go up there in the mornings riding their horses on the track. I mean as long as you take care of the horse dung. Why not I know I wouldn't mind. But yes Cornish town hall I believe could put you in the right direction. Hope that helps Pat.
