Yes just have a license to do so and respect any swimmers near the falls. Probably too cold for swimming this time of year anyway.

Yes, with a license. But unless you are just wanting to fish for fun, maybe with your kids or something, there are not many sizeable fish, or a variety, for that matter, to be caught.
