Sunrise to sunset. There are set hours but you'll likely be invited to leave by the border patrol if it's not during daylight hours.
The park is usually only open from late spring to early fall. It closes for weeks at a time if it rains, even in the summer, because the road is underwater or because sewage spills from Tijuana. The cost is $5 per car when it is open. When the park is closed, you can park outside the entrance gate in a dirt lot. The walk to the beach is 1.1 miles from the dirt parking lot and about 1 1/4 to the border. Take the paved road to the border and the paved road to the dirt road where the paved road turns to go to the beach. The are flushless toilets in the dirt parking lot. There are regular restrooms if you go to the International Friendship Park at the border. There are picnic tables at the I.F.P., also.

After November 1st, the hours are 9:30 am until 5:00 pm. It changes again after March 14th.
