You must have a Miami Dade public library card. You ask for a pass. There is a library site that you can use to see which branch has an available pass. It is first come first served. Best to arrive early. Pass is good for 1 week. Auto expires after week.
I really don't think they do. It's a little pricey to get in, but well worth it.
