Yes, check the tide schedule because there are great tide pools when it's low. Parking is on the North side of PCH and you can either walk down or take the shuttle for less than $2.
Yes, you just have to pay the $15 daily parking fee. They have a free trolley to take u from parking lot to the beach where there is a restaurant and some cottages you can rent (but you need to book way in advance) and enjoy your day!! :)
