You must have a membership to shop. The Only Exception legally is Pharmacy & Optical transactions. You can use a Costco cash card but the only way to get one is to purchase it with a membership. Often you will be allowed to use the food court without a membership but they are not legally obligated to.
You can obtain a one day pass which will allow you to shop and pay with cash or debit card one time only. You can also purchase items from the food court.

Basically, no. I know you can go to the food court and grab a bite but pretty sure that's it. My wife has a card with her mother. I couldn't even use it to shop.
You can ask for a guest pass and pay cash, or debit card, without a membership they won't take a check
