Christina, the previous answer to your question is only partially correct. MOST Fred Meyer locations have the same kiosk that you will find at all of the bottledrop locations. And those kiosks are full service kiosks that allow you to print bag tags AND replace your card if ever needed

No, you can go directly inside. You can also get the green bags from Fred Meyer, but I haven't found anywhere else you can print the tags.
