Yes service dogs are allowed (not comfort dogs) and ur not supposed to bring any other dogs in but some people dont no how to follow rules( the posh little dogs in purses or handbags) its not only for teasons of other peoples saftey its also because other shoppers might be allergic to the animals and it is there right to be able to go shopping without having to worry abouthaving a reaction to someone elses pet that has no disregards for other people. Which makes them really self centered people who only think about thrm selves.!!

On a leash is okay if you have a service dog and one that is good around people. People usually don't bring dogs into the stores.
