As far as I know the only things they allow are the boats they rent, otherwise you run the risk of potentially contaminating the lake. That's also why they don't allow people to bring their own boats. Has to do with water from other lakes or oceans. Your best bet is to call and ask their water regulations or check their website for more details but I think it's safe to say you can't paddle board at Lake Poway.
I read about no swim in the lake. So what if you fall from the paddle board? I think only boats are permit.
I didn't see any restriction for paddle board but also I didn't see anyone with it.
