I have brought my dog to the boat ramp for a quick dip if no one is putting in or taking out. Off season you might be able to get away with a short off leash stint in the grassy area, but not on the walk ways or woods.
Dogs can be un leashed however dont reccomend swimming even though there are no signs

There was an owner that wasn't using a leash. I don't think they're allowed to swim there
Leash only, I'm sure your dog is trained but that does not mean other dogs are
No swimming, and no off leash. The only water access is the boat dock, and there are too many kids and walkers and people having picnics for racing dogs on the path or the grass.
