You can only swim a little bit out you just cant pass the jetskis but there is a floting mat for kids to play on

Actually you are not allowed to swim. But you can use a sup...kayak...prone board...sailboard...jet ski.....but No Swimming

Yes, except for the area between the train tracks and the ocean. That area is restricted from swimming and boats. People still go in there though, not sure how much it's enforced
The water might not be too clean to swim in
I don't know if you want to swim with all those water vessels crossing. But in not sure about that anyway.
If you go to the beach/launch area of the lagoon, you can wade into the water there.
