Never free, but if you buy the membership (cheapest one is only $25 for a whole year) you only pay $7 weekdays ($10 regular for nonmembers) and $10 weekends ($12 nonmembers) plus you get a few coupons for some discounts and stuff.
Starting Jan. 1st 2018 all skaters ride free.. Been going there everyday since the new year
