The Vancouver Costco has refrigerated tonkatsu kits that even come with pork belly. Perhaps it would suffice?

It maybe that it was going to cost them to much to get it.
I used to live near 2 Costco's and had to get something in each store that the other did not carry. When I asked why I got 2 responses; 1. They were in different counties and had different distributors. One offered a lower price but the other could not. Costco needed to be consistent in their pricing so they choose the lower priced distributor. 2. They were in different ethnic areas (Hispanic and Jewish) and therefore had supply and demand issues.
Sometimes, it is based on availability of items or time of year as well.
Costco has to make changes in supplies at times. Usually a popular item will return soon.
