If you mean the hiking trail definitely not. The first half mile may be ok. But the last hakf mile is very rough, there are tons of tree roots. The state park itself though is fine for strollers.
There are two different places at Cape Lookout. One where you go to the park, pay $5 to park and this time of year you have to manage walking on rocks to get to the beach. The other place is up the road (free parking) and there are dirt trails that take you down to the beach. You are better off having a backpack that the kiddo can hangout in.
The roads in the park are cool, but the beach and trails are not.

No, its a good pair of hiking boots, and plan on getting a bit muddy, if you hike other than the summer.
No definitely not, however, there are trails near the camp ground that are much easier, where you could possibly push a stroller.
