There's a small device called Bark-Off. It emits a sound that only dogs can hear, which keeps them from barking. Having one on your back porch would keep the dog from barking if he is nearby.
Make friends with him. Try treats and be calm when talking to him.

No offense meant but. Dogs are pretty good judges of character. Talk to him! If be still does it.... Maybe there is something He doesn't like about you..... Some people aren't animal people..... Or ignore it....

Give the dog a chew toy. It's probably board and the owner just doesn't care. Feed it treats to get to know you and you'll be BFFs.

There is Non-Barking Collars at Pet Smart available for the owners to purchase for their dog.
