Given the government shut down, how early are you suggesting travelers arrive before their flight?

I went through 3 hours early to be careful because I needed to get home. And yes it did take more time than normal. 5 trips to Portland last year. I live in anchorage alaska

As early as you can. Portland is not a large airport, like New York. But TSA is slow these days. If you get through fast, then you can rest
