Chick fil a, great steak, auntie annes, and most of the restaurants offer lunch specials.
Chick fill a is the best and cheapest in the mall itself. Lots of options outside the mall and in the area.
Chik-fil-a is in the mall and it's not expensive. Bakers Crust offers a soup and sandwich combo for $11 (and their $6 kids pizza can feed 2-3 kids). Capital One cafe has coffee, cupcakes and muffins. I'm not sure if the sandwich vending machine is still there (it was upstairs near Santa). Outside of the mall, there is a Noodles & Company about 3 miles east. Chipotle is right outside the mall. There is a McDonalds beside a Panda Express and a Qudoba about a mile east of the mall (in the Target shopping center).
Personally I like shopping at Short Pump Town Center. I would say the only thing that would make it better is if there were a to shop in the colder months without having to go outside to get from one store to another.
Chipotle is the best bang for your buck. And it's healthy to boot!
Try Cava nearby. It is a good value for the amount (and quality) of food.
Short pump is expensive. You can get a lunch time meal for about $15-18.
