Last time I was in there they had 2 and they were taken by a couple teenagers that used them for racing. Make sure you bring someone that can push you around in a wheelchair .
Yes, they have electric carts. There are limited numbers of them so sometimes they are all in use but they also have wheel chairs if needed.
