A real long stairway but it is direct access.
They do have beach access using a long set of stairs. It's about the same as climbing the stairs to the 3rd or 4th floor of a building. The beach is not private, I believe that there are no private beaches on the Oregon coast. It's is a beautiful area and there are chairs from the hotel on the beach for you to use.
Oregon beaches are all public access. Hallmark has a LONG staircase, directly from the property to the beach. Multiple places to wash the sand off. Nice observation deck about halfway along the stairs. Great view from there. Adirondack style plastic chairs at the bottom of the stairs for guests to use on the beach.

There is direct acess from a long staircase from the resort. There are no private beaches in Oregon, thankfully. The beaches are all protected State parks.
