A quiet well behaved, under your control puppy in training, as a service animal, is always within your rights under federal law. Is your puppy training to be a certified service animal for you? That is how to determine if your puppy can accompany you everywhere, including restaurants and hotels. No establishments may deny you and your actual service animal entrance or service, and they cannot charge you additional for your service animal.
