You can camp there for sure. It is not as regulated as other beaches in the wilderness area, but that means it is more likely to be crowded on peak times in summer. Delicate sensibilities might be offended by un maintained state of uncovered pit toilets...

DEFINITELY-AFAIK All you need is a back country permit. You may very likely get a ticket without the permit as rangers frequently check. Everything is first come first serve and "primitive backcountry". There are some seasonal and permanent creeks for water collection. Rangers REQUIRE bear cans, they WILL check. northern section of the beach (closest to the reservation) has about 10-ish camp sites in the treeline. On the southern section of the beach there is a very large single group site at Petroleum Creek. I suppose it could be a multi-party site but the layout would make it feel awkward and crowded if you don't know each other. Some people do camp directly on the sand but wind exposure can make it less fun. There are a couple remote sites hidden between Shi Shi and Ozette, but I don't recommend those unless you've hiked it yourself with light gear and judge your group's physical capacity. Watch out for tide traps!

Absolutely.You will need more then a state park pass. You will need a park pass from the Indian reservation as well. Parking on state land is very limited. $10 bucks to park per night on the closest private place on Indian land.
