Yes you pay to get into the lot. However, if you park at the beach (free) you have to climb the hill to get to the trails. Depending upon your health and time, it may pay to park. I have done it both ways but it depends upon your purpose. Was well worth the $15 we paid when I had my 85 yr old mother-in-law along. She could then hike the trails (made it down to the beach and back), so it depends upon your needs.

I was there a couple weeks ago I thought it was like 12 or 14 bucks to park at the lower lot I've never been to the upper side on top of the cliff so I'm not sure if there is parking or how much it cost yes if you get their crack of dawn you can get the free parking curbside
