Depends on your level of activity. You can simply take a stroll in regular clothes on the upper area or down by the beach side, or you can go for a run or a more strenuous hike and wear more comfortable clothes.
Wear something that you are comfortable exercising in and walking up stairs/sandy terrain. Check the weather and tides prior to planning your trip if you plan on going down to the beach!

Workout clothes are enough. The marine layer can quickly change the conditions so it is better to have some layers.
Good shoes and casual is the way to go! If you hike to the beach, take off your shoes and dig your toes into the sand or enjoy the shallow surf!
Casual clothes based on temperature with good shoes are fine. I generally wear shorts. Trails have sand. If you walk down to the beach you may want to take this into consideration when selecting shoes.
