Here's a secret tip. If you are buying Progressive from an agent, YOU ARE DOING IT WRONG. You can buy Progressive directly from Progressive. Agents do nothing and just charge you extra for it. I had coverage through an agent at first, then found out that I was getting charged for having one. So I called Progressive and got a plan without the agent surcharge.
Progressive has been a wonderful insurance company for us. When someone crashed into our car they fixed our car and when we got it home we noticed there was an imperfection in the pain so we called them and they told us to come back in. We did and they fixed it to new. My only complaint is that the sevice center wasn't open on the weekend so it did make it slightly difficult to come back in due to our busy work schedule. Also yes the first payment is higher... but the longer you are with them the more discounts you will earn.
To answer your question, yes. The first payment is always higher. To be honest, you should probably contact your agent or Progressive and get everything explained to you. You'll be better informed in the long run.

I would run away from progressive. They will treat you bad and try to scam you or scare you away from turning in claims. I've had nothing but problems from progressive from my agent and even her manager. They have lied to me, they have been rude, and they will change your plan in the middle of the night without your permission. Run while you have a chance. No insurance would be better than insurance with progressive.
I won't recommend you these insurance at all it totally suck. And yes 1st payment is higher
