Unless they are a service animal by federal standards then anywhere a consumer is allowed to go then so is your service animal. This ADA federally protected law superseded all city, county, state, and local health laws/rules/regulations. You can look at the DOJ (Department of Justice) website of ADA (American Disability Act) it's very detailed, and is not legal for anyone to bar your service animal from any establishment including food service ones.
I've seen dogs outside but I wouldn't recommend it because they are so busy. And they serve food so they are not allowed inside.
