Is there a service available to inspect a vin number without going to the DMV?

Not available online. A physical odometer reading is necessary. Some offices offer s drive thru style service, but not LC. It's no biggy and the office was mine alone at 3pm on a Thursday.

I would call the DMV to see what needs to be done. I know that they charge $7 for the inspection. You could also try and have DEQ to perform the I section. Call the DMV and they will be able to tell you more.
