Just check the winds before you go... Either way you will have a great time and with highly skilled company. This is a site filled with champions!
Time: 9-10AM.. shortly after the breeze generally starts and when the weather's cool, but before the skies are filled with gliders. The winds will generally be on by 11: and continue until sunset, after which it is not legal to fly in the US. During non winter months, it will get fairly warm between 2-4pm. Days when there is an onshore breeze in the 10-15mph range. If there's less than 8mph, you'll likely sink out and end up enjoying the beautiful beach before walking up.. for this reason, it's a good idea to be plenty hydrated before you fly, because that hike is extremely steep. Keep in mind that the winds will change while you're aloft, so sometimes the hike will happen when conditions seemed more ideal at launch. If storms are approaching or the winds are gusty, conditions will most likely not be suitable to fly. (I'm not a Torrey Pines representative or an instructor)
Anytime when the wind conditions are good. We went during midday on a hot day. Mornings may be a little chillier. My daughter felt a bit cold during her ride.
