Yes, Most Indubitably they are. Morjority of the time handicap spaces (if required) is available otherwise plenty of parking. Looks to me some individuals arrive early so best bet if your trying to do a dash an go arrive early. I travel a 30 to 40 minutes commute cause there's couple of stops I have to do before arriving hope this was helpful

According to Costco's website, yes, they are still doing the 9am to 10am for 60+ year old people. However, while shopping I have not noticed any signs indicating this, only signs for normal operating hours. You might have better luck calling the specific Costco you wish to know about though.
