Not my bailiwick, but my experience at Mill End is that the ladies working there can do everything. I would not be surprised if you found several that could help you with that.
Portland apparel lab might be able to give you some guidance about finding someone to make your pattern.
You might be able to find the name and contact information of someone who can make a pattern from a sketch at The Mill End Store. There is a community bulletin board that you can look through, and it's possible that the staff there may have someone to recommend.
A good seamstress could do that, you could also take the photo to one of the good quality fabric store and see if they have the pattern as well. Unless there's something unusual about the design it shouldn't be too hard to find.
