No, not normally but when my friend and I went, she managed to make them allow her to bring in her water, sugary drink and a sandwich cause she's diabetic. I'm diabetic as well but I literally left everything I needed in the car thinking they wouldn't let me bring it in. The lady who checked us said that it really depends on who you get when they're checking your bag's. That's just from my own personal experience and I've only been there once...
No you can't.
Last I went to a concert... No. But you can refill from drinking fountains near the restrooms. There was one filtered water machine there too... but the volume is so low and slow it wasn't worth waiting for. OR/WA H20 is good anyway.
