You do technically need an appointment but I had like 60 days to wait so I just showed up early in the morning and I got on the standby list and by 11:00 I renewed my license so go on the internet and put in for your appointment but just show up anyways and a lot of people don't show up and you'll get in.
Yes, due to restrictions on how many people can be in the lobby they are requiring an appointment for nearly all processes.
