Yes, but only on the paved trails. The nature trails have signs posted for no dogs or bikes.

I have heard that dogs are allowed on leashes, and I have seen people with their dogs in the park, but whether or not that is actually the rule there, is not something I'm quite sure of. You would be best to call the Hillsboro parks department, to get that answer clarified for you. I do know that the park closes at dusk, and that it does have an occasional police officer patrolling it, but I do still see people going through there at night, as well as the very early hours of the morning, so thus far, rules or not, does not always mean that they are followed. However to avoid getting a ticket or any sort of Citation for having an animal in the park, if it is against the rules, would be easily avoided by calling the parks department to get that clarification, as I mentioned earlier.
