If you do not have a Provider One card you are NOT eligible.

Paratransit is a service. You have to have Medicare or Medicaid one or the other doesn't matter as long as you have one of the two

Just like Anthony said, Medicare and Medicaid. If you don't have one of the two though, you aren't eligible
