Is there a bus that travels from Seattle to the premium oulet mall

Not directly, but u could bus from Seattle to Everett, then to Marysville, an uber, or taxi, the rest of way to mall, cheapest way to go.

You do have other options though. Per the link above, Zipcar car rental provided a free VIP coupon book if you rent from then. You can also rent a car from Sixt Rent-A-Car and they will give you a discount if you're going to the outlets. If you want to go by limousine then there's "All Occasion Transportation" and "Seaview Airport Service". Lastly, if you want to go by shuttle (all shuttle services require reservations): "Airport Shuttle/Bellaire Chatters", "Shuttle Express", "Quick Shuttle", and "Shop Big Pay Less Transportation".
