I don't think there is a courtesy phone. But you can use the outlet wifi.

There is free wifi , highly recommend get Fongo app which allow you to make free phone calls over internet

I can’t answer if there is a courtesy phone, but go into your phone settings and check mobile networks and you may need to approve it to roam. That’s what I had to do every time I went to Canada.
