Apply in Person You can get your non-driver State ID from the NYS DMV if you have a birth certificate and a Social Security card, and can provide a few other important documents. You have to be a U.S. citizen or a documented resident of the U.S. You also have to be a resident of New York State. (As Tracy said bring your NJ ID/Licence) Best of luck, Josiah
