Are carriers suppose to place packages by fence, next to street where people can just pick them up?

We are always supposed to bring the packages to the door unless the is a fence or a loose animal. In cases of just a fence I place the package on the inside of the fence unless it is super heavy. However if potentially dangerous situation of a dog we are told to notify customer of package and bring it back to the office. But you can always notify your carrier of where you want it to be placed, maybe in a plastic tote near fence or elsewhere

They are technically not supposed to enter any gated areas, especially if there is evidence of pets.
