It is always recommended but not a requirement I don't have a fenced yard but I also don't let my dog go out without me
Yes..every dog should have a safe secure area where they can run..free of hazzards..and where they can feel safe.
I don't think it is mandatory, although I am not 100% sure. Hope it works out for you and your new baby!!
