My sister wants to come to play bingo by herself and she is 20 years old. Does she need a guardian or can she just wear the wrist band and be ok to be by herself?

Yes she can attend by herself, but it is a drinking establishment and I personally wouldn't leave my underaged sister in a place without a known attendance present inside a place that serves alcoholic beverages. But with a bracelet it is permitted.
