Yes, it's a very laid back place in a beautiful tiny town. You definitely could sit outside with your dog.

You can not eat outside. It is a drinking patio. Dogs and smoking are allowed

There are some tables outside, and there were some people there with there dog when we were there.

Not to eat. They no longer serve food outside.
