Restrooms, a gazebo at the entrance, some benches. It's really meant to be more of a walking and exploring area. And, correct, no picnics allowed.
The signs in the parking lot specifically state, "no picnicking". There are public restrooms. October 2017
There are two parking lots, restrooms, a drinking fountain, and benches at the beginning and along the trail. Picnicking, however, is specifically forbidden in the area. There are a number of other day use areas that are passed along the way that do allow picnics, have tables, and often grills or fire pits as well.
There are several campgrounds, and a lot of picnic spots that you pass on the way to get there. Almost all offer picnic tables. Especially if traveling up American Fork Canyon. We always grab KFC or something and take advantage of them on the way. Then have a great nature hike at Cascade.

Picnics are specifically not allowed to preserve the area. There are bathrooms, vault toilets, and drinking fountains. However, at this time of year the water is shut off.
