Yes, you can fly drones here.
I'm not sure if there are any local ordinances regarding flying drones at LBP. There are plenty of open fields there for such an activity. However, I can tell you that at Marymoore Park (just off the WA-520) in Redmond where there is a large, designated field for RC aircraft and drones.
