Yes dinner specials normally start at 3pm. Menus may be different on hokidays though so you may want to call and check ahead of time.
I'm thinking lunch menu ends & dinner menu starts around 4 pm. Your best bet would be to call first to be safe. Harbor Lights is my favorite waterfront.
