I don't believe they do. But $3 for a carload of people is quite cheap. There are options if you have certain passes to get in for free. Check their website

They do not. It is very accommodating for wheelchair access, parking is convenient. Day use is like any other park with fees, pay by good will- no lot attendants to collect money, you just place your payment in a box (if you choose to pay) the boardwalk is level and in great condition, easy for my 78 year old mother to walk. A wheelchair will roll well on these platforms.
