Yes to the pictures but no pets
Sure take pics and pet on a leash. There is lots of ppl but it is pet friendly.

I saw people with pets outside the ice castle area but do not recall any pets inside. It is a fenced off area. So I cant truely answer that part of the question for you. But definitely a great place for family pictures! One of the staff took ours and I was told to use it for next years Christmas photo. The ice has some great blue colors to it.
You could possibly take family photos. They do have areas for photos and I saw several taking group photos. Though I would recommend a non peak time as it can become quite busy/crowded.
