It's deep enough & has a good flow.
After todays rain it will be great! But normal tubing is great.
I was there first weekend in April 2018. Water level was high enough for tubing or a flat bottom kayaks. Too cold to actually go on the water. My opinion is the earlier in the spring it is okay for tubing. By July or later if there is no rain the water level could be to low. There are a couple of river outfitters in Junction you can call for river conditions.
Plenty of tubing at the park some deep spot and some butt dragging...after that your on your own
When i was there a number of folks were floating down the river in tubes. Most spots were not deep though.
